Political will

In the absence of a foreign minister, the prime minister has little time to spare for domestic affairs. He is more busy on his foreign tours and has no time to even visit the heatwave patients in Karachi.
The COAS is doing a commendable job in fighting terrorism and criminal activities in the country. No doubt they are facing constitutional constraints because the provincial governments are not capable enough and lack political will to provide justice and maintain law and order. What do we do in such a situation?
