Electric woes
As per the Nepra ruling, every consumer living on each floor of a house is legally entitled to a separate K-Electric meter without a sublease on each floor. This rule is being implemented by all power distribution companies (DISCOs) in Pakistan except K-Electric. After 2012, K-Electric began installing separate meters for each floor on the basis of a separate sublease on each floor. This is a clear violation of the Nepra ruling. This compels the landlord to have one K-Electric meter in the entire house leading to a higher bill from total consumption, generating more revenue for K-Electric. Oftentimes, in an effort to reduce the cost of subleasing, forged subleases are prepared in favour of the landlord rather than the tenant.
Another complication from subleasing arises when the owner of the house cannot sell his/her property unless all the sublease holders consent to the sale. I request Nepra to implement its rule in the public interest of the citizens of Karachi keeping these complications in mind.
