KP mulling over centralised motor registration

PESHAWAR: The Khyber Pakhtunkhwa government is mulling introducing centralised motor registration system throughout the province to address concerns regarding vehicle registration in districts and develop integrate data of vehicles at the provincial level, said a senior official.
“The Excise and Taxation Department has already floated a proposal to this effect. The government has shown agreement, but amendment in the Motor Vehicle Ordinance-1956 would be required for the purpose, which would be made soon,” Javed Marwat, director general Excise and Taxation Department, Khyber Pakhtunkhwa, told The News.
There were growing concerns among the masses about registration of vehicles in other districts especially the remote ones. The people are also not feeling comfortable about re-sale of vehicles registered in districts like Swat, Tank, Karak, etc. The centralised registration system at the provincial level would help overcome this issue.
Javed Marwat said that registrations after enforcement of the proposed system would be made in the name of Khyber Pakhtunkhwa and it would be applicable for the whole province and all the number plats would be inscribed with Khyber Pakhtunkhwa instead of any district’s name. He said that apart from the masses’ concerns about sale and purchase of the vehicles, the proposed system would also enable them to develop an integrated database of all the vehicles at the provincial level.
“This would also help resolve security concerns as the data would be shared with the law enforcement agencies. This would also make retrieval of stolen vehicles easy and do away with the fears of fake registrations,” he added.
He informed that they were making serious efforts to introduce enough reforms in the excise and taxation department. He said that they have also proposed enough changes in the registration book to overcome issues pertaining to it.
He said that the proposed book would be consisted of 32 pages. “Cost of the new book would also be far less than the one that is in use,” he claimed, adding, he said they have developed nine security features in the book that would contain complete data of a vehicle right from the first owner. “This would also overcome issuance of new registration book at the time of transfer or changes in engine and chassis number. Stickers would be used for the purpose,” he informed.
He said that the first two pages of the book would carry complete data of the vehicle and the owner on the pattern of passport. “The second page would be removable. So that owner can remove that page. Make its plastic quoting, put in his pocket and keep the registration book safe in his home. He could use this page for driving,” Javed Marwat said.
