NAB orders probe against Punjab ex-MPA, revenue officials

MULTAN: The Multan Directorate of National Accountability Bureau (NAB) has ordered three investigations against accused ex-MPA Malik M Rafiq Khar and revenue officials over illegally allotting 17,623 kanals.

The ex-MPA had sold out the lion’s share of land illegally, NAB confided to The News on Wednesday. The revenue officials helped allotting 4,623 Kanals piece of land to ex-MPA Malik Rafiq Khar. The former MPA illegally sold 1,000 kanals. The allotted land is located in Moza Shadi Khan Munda, tehsil Kot Addu. The ex-MPA also got allotted another 13,000 Kanals, bringing huge loss to national exchequer.

The NAB had registered a complaint against him on January 31, 2014. The complaint was registered by Jameel Ahmed and others. The complainant alleged that Rafique Khar, in connivance with the revenue officials of district Muzaffargarh, was involved in illegal allotment of state land by exercising his power. After the verification of complaint, inquiry was ordered in April 2017.

NAB found 19 accused involved in the scam. The accused persons were Malik M Rafiq Khan, Mohsin Raza, Ali Raza, ex-EDOR Naeemul Islam (BPS-19), ex-EDOR Ghulam Akbar Khichhi (BPS-19), EDOR Waseem Shamshad (BPS-19) and other revenue officials. The NAB has ordered investigation against three revenue officials and illegal beneficiaries of the land as claimed by Bakhtawari Begum.

The NAB has also initiated probe against revenue officials involved in massive forgery and tampering of revenue record in Mouza Shadi Khan Munda, tehsil Kot Addu. During inquiry, it was revealed that the original record of mutations was tampered by the revenue officials namely Abid Hussain, patwari, and Iqbal Girdawar.

On the basis of forged documents, further mutations were passed through which 1,000-kanal land was sold to a private person in Moza Shadi Khan Munda. Dera Ghazi Khan commissioner declared the mutations as bogus and forged. His order was challenged before the member judicial but the he (member judicial) have upheld the commissioner’s order.

All forged/bogus mutations were cancelled. The NAB ahs also ordered investigation against revenue officials involved in illegal allotment of TDA land in clear contradiction of record and illegal beneficiaries involved in subsequent litigation on the basis of illegal decisions of the EDORs. During inquiry, it was revealed that local land owners of Mouza Patti Sayal submitted an application before Muzaffargarh DOR for restoration of their acquired lands under the TDA.
