CM agrees to up-gradation, regularisation of govt employees

PESHAWAR: Chief Minister Pervez Khattak has, in principle, agreed to the overall upgrading of different cadres of all government servants and regularisation of all employees recruited through National Testing Service (NTS).

He was presiding over meeting to discuss different dimensions and aspects of up-gradation of all cadres of government servants of Khyber Pakhtunkhwa at Chief Minister’s House on Tuesday, said an official handout.

Inspector General of Police Salahuddin Mahsud, Secretary Finance Shakeel Qadir, Principal Secretary to Chief Minister Mohammad Israr, secretaries Establishment, Law, Administration and others attended.

The chief minister was briefed about the work done so far on the up-gradation of different government cadres posts, the regularisation of employees through NTS and others legal forums.

He directed to prepare a comprehensive design sketching out proper and uniform service structure for all government employees of all cadres serving in different departments that should be brought to the cabinet.

After clearing, the design would be taken to the provincial assembly for requisite legislation so that the issue is settled once.

The chief minister directed for a comprehensive sketched out design, asking the administrative secretaries to prepare a complete data to be part of the comprehensive uniform policy guidelines for legislation to settle this issue once and for all.

Pervez Khattak directed for a coherent study of the whole process for the service structure making parity and collecting empirical data cleared by the secretary committee for onward presentation to the legal forum.

The chief secretary would submit the gathered empirical data within a month.

The chief minister directed to remove the flaws in the existing service structure given to the employees of different departments and prepare service structure for the employees of different departments who are without it.

Meanwhile, the chief minister Pervez Khattak has asked the secretary Finance to prepare a comprehensive case of the dues and genuine claims of the province that he would advocate at the Council of Common Interests (CCI) to get the provincial claims on net hydel profit as per AGN Kazi formula.

He was presiding over a meeting on net hydel profit, the agreement concluded with Wapda for the methodology for the clearance of net hydel profit, the purchase of power of the four hydro power stations, the exact figures of the power generation, and the principles established by the AGN Kazi formula for the claim and clearance of net hydel profit at the Chief Minister House here..

Secretary Finance Shakil Qadir briefed the chief minister about the claims and the dues outstanding against the Wapda and federal government.

Principal Secretary to Chief Minister Muhammad Israr and other administrative secretaries attended, said an official handout.

The chief minister directed to gather the exact outstanding, claims of the province and to be cleared by different federal entities.

The AGN Kazi formula has already established the course which was also decided by the Supreme Court. Now the CCI forum is to direct the NEPRA for the fixation of rates.

The chief minister directed the secretary Finance to prepare the case of the province.

Pervez Khattak said he had made up his mind to get the provincial rights.

He said he would convince the relevant quarters for the fixation of hydel power rates, expedite the recovery and would remove the flaws in the system to make sure the smooth flow of resources from Centre to the province.
