Despite the Supreme Court’s clear orders on the issue of out of turn promotions, some 19 officers of the SITE Limited are still enjoying the positions which they got through illegal promotions.
SITE Limited is an autonomous body of Industries Department, Government of Sindh. The Industries department had bestowed out of turn promotions on 41 junior clerks who made a great leapt from BPS-7 to BPS-17, while those who got illegal promotions from Grade 16 to 17, 18 and 19 are still working with same scales.
The Supreme Court on June 13, 2013 rejected the all out of turn promotions in the departments of Sindh government and its attached organisations and following that decision almost all departments cancelled the out of turn promotions including 1,300 plus police officers. However, the management of SITE is reluctant to obey the orders of apex court.
According to official documents available with The News, Dr Sumera Harris Ahmed, BS-19, was directly appointed in grade 18 on November 25, 2011 and promoted out of turn to BS-19 after one year on April 5, 2012. She is most junior to Dr Ajmal Memon, Dr. Muhammad Ali and Dr Parveen Ashfaque.
Shariq Waheed, Director IT, BPS-19, was appointed directly in BPS-18 on November 11, 2007, and promoted to BPS-19 directly on June 27, 2011. The SITE Limited management had violated mandatory provision of 12 years in this case.
Imtiaz Ahmed, Director, BPS-18, was promoted to BPS-18 in the same year of appointment. Anum Siddiqui, Director Finance, BPS-18, was promoted to BPS-18 out of turn leaving behind Barkat Ali Khan, another officer of SITE Limited.
Moniz Ali Qazi, Director Finance, BPS-18, was promoted within three years.
Moiz Ali Chishti, Deputy Director Accounts, BPS-17, was promoted out of turn from BPS-16 leaving behind many seniors.
Muhammad Akbar Khan, AD/Admin, BS-17, got this grade through out of turn promotion as he is junior to Habibuddin and Rehan Ahmed.
Muhammad Ali, AD/Admin, BPS-17, also got out of turn promotion in Bs-17 as he is junior to Rehan Ahmed and Shah Muhammad.
Abdul Majeed Solangi, Deputy Director Admin, BS-18, was also promoted prior to the mandatory period. Samreena Aftab DD/Admin, BPS-18, also got promotion before mandatory term.
Muhammad Hanif Solangi, Deputy Director Admin, BPS-18, got out of turn promotion. He is junior to Habibuddin and Rehan Ahmed.
Mrs Uroosa Naveed Khan, Deputy Director Admin, BPS-18, got out of turn promotion. She is junior to Habibuddin and Rehan Ahmed. She won two promotions in two years.
Muhammad Jameel, DD Admin, BS-18, was promoted before completion of mandatory period. Abdul Jabbar Solangi, Assistant Director Admin, BPS-17, also got two promotions in two years.
Syed Arif Ahmed Zaidi, Assistant Director Admin, BPS-18, achieved out of turn promotion while he was junior to Rahim Bux Baloch and mandatory period was also not completed.
Muhammad Irfanul Haq, Director IT, BPS-18, has the same case, as mandatory provision of five years was not fulfilled during his promotion.
Muhammad Fahad, Director IT, BPS-18, was also promoted before completion of mandatory term of five years.
In this regard, spokesperson for SITE Limited Kamran Chogley told The News that this is a matter for the high ups. According to him, a committee is reviewing the cases of all promotions. He said the matter would be resolved soon and out of turn promotions would be reversed.
