DG FDE post lying vacant since long

Affairs are in total disarray at the Federal Directorate of Education (FDE) due to the long delay in the filling of the top position on permanent basis by the Capital Administration and Development Division.

The Capital Administration and Development Division (CADD), which has the administrative control of the FDE regulating the government schools and colleges in Islamabad Capital Territory, has adopted a policy of adhocism towards the directorate since Dr Shahnaz A Riaz abandoned the director general’s post on retirement in December last year.

Ever since, the division instead of filling this top vacancy has opted to task its one senior official after another to act as a stand-in for the permanent FDE chief.

The prime minister’s office, too, recently ordered the early filling of the position on permanent basis.

Under the rules, the CADD is to choose one or more from among the senior FDE officials or college principals for promotion before sending their names to the prime minister’s office for approval as appointment as the next FDE DG.

An official said under the FDE recruitment rules, the DG’s was purely a ‘promotion post’ for administrative cadre and if there’s no one from the cadre eligible enough for appointment, the senior most from among the principals of federal government schools and colleges will be asked to temporarily hold the office until a permanent appointment to it was made.

He said FDE Estate Management Director, Tanweer Ahmad, Planning and Development Director Taj Muhammad Bhatti and Colleges Director Zulfiqar Ali Rao claimed to be the senior most among the directorate officials and thus, eyeing the BPS-20 post.

The official claimed the three candidates had already pleaded their respective cases by giving presentations to the top CADD bosses.  When contacted, a relevant CADD official insisted that the permanent FDE DG’s appointment was likely to take place next week after completion of the interviews of the candidates.
