FBR officer dismissed on corruption charges

KARACHI: A BS-21 officer of the Federal Board of Revenue (FBR) has been dismissed from services on the charges of corruption and inefficiency, a government notification said on Friday
“The prime minister on the findings of an inquiry report had ordered to post Muhammad Anwar Goraya of Inland Revenue Service as accountant member of Appellate Tribunal,” the notification said.
The notification said disciplinary proceedings were initiated against Goraya, presently posted as accountant member, Appellate Tribunal, Inland Revenue, Karachi on the charges of inefficiency and corruption.
The prime minister appointed Nazrat Bashir, Managing Director, Public Procurement Regulatory Authority, Islamabad as the Authorised Officer.
Nazrat Bashir as the Authorised Officer, appointed Kamran Ali Qureshi, Secretary, Ministry of Science and Technology, Islamabad as inquiry officer to scrutinise the conduct of the accused officer.
The inquiry officer submitted report on November 13, 2014 with the findings that the accused officer was found guilty of charges levelled against him.
A show cause notice was issued on December 5, 2014 to the accused officer.
The accused officer submitted reply to the show cause notice on December 19, 2014 and denied charges levelled against him, and sought a personal hearing which was granted by the Authorised Officer on December 20, 2014.
After examining the record of the case, defence of the accused officer including reply to the show cause notice and findings of the inquiry officer, the authorised officer recommended imposition of a major penalty of dismissal from service under Rule 4(1)(b)(iv) of Government Servants (Efficiency and Discipline) Rules, 1973 upon the officer.
Goraya, however, has been given a right to appeal to the Appellate Authority under Civil Servants (Appeals) Rules, 1977 within a period of 30 days from the date of communication of this notification, as provided under the relevant Rules.
