District Revenue Department fails to address public grievances

ISSUANCE OF LAND ‘FARD’

The delaying tactics used by District Revenue Department for issuance of land ‘fard’ and ‘Inteqaal’ (Parcha Registry) have caused great inconvenience to the public. As was the case with a 42-year-old Tasleem Bibi, who had to resort to protest and stage a sit-in outside the office of computerisation section of District Revenue Department at Rawalpindi Tehsil on Friday to get land ‘fard’.

Tasleem Bibi who has been visiting the office for almost 23 days failed to get land ‘fard’ of her property. She alleged during her protest that the officials of computerisation section were demanding bribe from her and it was her protest which compelled the officials to provide her with land ‘fard’.

Talking to ‘The News’ she said that she has been visiting the office on daily basis for the last of 23 days but failed to get land ‘fard’. “Punjab Chief Minister Shahbaz Sharif has launched computerisation system to provide relief to public but corrupt mafia is using delaying tactics to get bribe,” she denounced. She alleged that those people who give bribe can easily get the copy of land ‘fard’ within a day whereas others who follow a proper channel have to wait for months.

She alleged that when she visited the concerned officials of the computerisation section, they misbehaved with her. The computerisation section never listens to public complaints, she further said.

Assistant Director Land Record (ADLR) Haseeb Gulzar and In-Charge Computer Section Muhammad Asim told ‘The News’ that they were trying to accommodate public. They also admitted that some members of the lower staff were getting bribe from public.

In-Charge Computer Section Muhammad Asim also said that he was not happy with the performance of the staff due to enormity of the pending complaints.

“Public is not satisfied with our performance, he admitted adding we are strictly monitoring corrupt mafia but are unable to trap them. He also admitted that they return back ‘Parcha Registry’ after checking it minutely. He said that they were directly under control of PMU rather city district government, Rawalpindi.

It is worth mentioning here that 30,000 ‘Inteqaal’ (Parcha Registry) are pending with the computerized section. The computer section staff is bound to register ‘Inteqaal’ and also bound to return the document to Sub-Registrar for further action. But, computer section staff has not returned back 30,000 ‘Inteqaal’ (Parcha Registry) for months. The helpless clients have already paid fee of Rs200 fixed by Punjab government to Sub-Registrar office for ‘Inteqaal’ (Parcha Registry). But, computer section staff has failed to return of the documents to Sub Registrar office.
