Where’s NAP?

According to Article 9 of the constitution of Pakistan it is the duty of the government to protect the lives of citizens. Over 70,000 Pakistani has lost their lives due to terrorism and many more are injured. To what extent is the state responsible for this loss of lives?
Why was the National Action Plan not implemented after the Army Public School massacre in December 2014? Are we are waiting for even more mayhem to declare a state of emergency? Are we not in a state of war? Why there is no action against those who have not implemented NAP?
