Landmark judgement

A larger bench of the LHC in its unanimous judgement has rightly held the decision of the Punjab government for building a signal free corridor in Lahore as unconstitutional, saying it violates Article 140A of the constitution.
As per Article 7 of the constitution, local governments are one of the three components of the state structure – the others being the federal and provincial governments. Delaying local government elections and usurping their functions amply proves the tendency of the federal and provincial governments towards totalitarianism, amounting to disobedience of the constitution and superior courts directives. In all democratic countries land management, roads, public transport, social welfare, police, education, property tax, etc, in municipal limits come under the domain of the elected local governments which are termed springs of democracy.
