SC ruling is about KP, Sindh only: officers

Police high-ups of Islamabad and Rawalpindi are of the opinion that the ruling of the Supreme Court with reference to Police Service of Pakistan (PSP) seniority is about those officers of Khyber Pakhtunkhwa, who were appointed in the PSP back in year 2007. They say that this verdict is also related to those officers of Sindh province who were included in the PSP during last two or three years.
Islamabad IGP Tahir Alam Khan and Rawalpindi RPO Umer Hyat Lalika were appointed in the PSP in year 2004 and 2005 respectively. Before this, they worked as SPs in different districts of Punjab and, while working in Punjab Police, were promoted from DSP to the post of SP.
When they were appointed in the PSP, nobody challenged the notification of their appointment on behalf of the Establishment Division, nor was it challenged when they were promoted to the seat of SSP and DIG.
Likewise, many provincial and federal police officers filed petitions with regard to the verdict of the apex court that is being referred to, but the appointment of Tahir Alam Khan, Akhtar Umer Lalika or Ahmed Mukhtar in the PSP was not challenged in either of the petitions. Moreover, this verdict of the apex court is not applicable to these officers and the Establishment Division has not made a decision to move them to Grade-19.
Neither of the PSP officers nor any of the officers belonging to the Punjab Police was made a party in the Supreme Court and this ruling is not against these officers.
The details of the petition on which the SC gave its ruling are as follows. 1) Civil appeal no. 1122, 1223 of 2011 that is related to the officers of Khyber Pakhtunkhwa, including Muhammad Zafar, Abdul Waheed and 10 other officers whose notification was made in the PSP back in year 2007 starting from year 1997. The Supreme Court rejected this appeal.
2) Civil appeal no. 343 of 2014 under which Sindh High Court gave a verdict on 03-10-2014 regarding officers of Sindh Provincial Service, against which the provincial officers appealed in the Supreme Court. The apex court rejected this appeal.
3) Criminal appeal no. 436 of 2011 and Civil appeal no. 431 of 2011, in which Asim Gulzar PSP challenged the verdicts of Sindh High Court given during year 2011, under which some officers of Sindh Provincial Service were appointed in the PSP from the previous date. This appeal was accepted by the SC.
Sources in the police are of the view that Tahir Alam Khan and Umer Hyat Lalika are among those police officers who ensure supremacy of the law by implementing police rules bravely, and also safeguard rights of their subordinates.
