Import exploitation
This refers to the news story, ‘ Import of used cars surge 67pc to 53,600 in 2015/16’ (July 20). Pakistan imported more than 53,000 used vehicles in fiscal 2015-16. The commercial import of used cars is prohibited under the Import Policy Order, 2013. However, such imports have been on the rise as used car dealers make use of personal baggage, gift and transfer of residence (ToR) schemes, which are basically given to Overseas Pakistanis to help them import a three-year old used car on reduced duty for personal use.
ToR facilities are being misused on a commercial basis, but the government has not taken any action to stop this illegal practice. The import of used vehicles is affecting the growth of the automobile sector while potential investors are also hesitant in making long-term investments. Isn’t our government on a suicidal path?
