Code of conduct issued for collection of hides in Sindh

KARACHI: The Sindh government has issued a code of conduct for the collection of sacrificial animal hides during Eidul Adha, placing strict regulations on permissions, display, and conduct for organisations and individuals involved.

According to the notification issued on Thursday, prior approval must be obtained from the respective Commissioner and Deputy Commissioner to collect hides. Officials said the notification was issued by Sindh Home department with instructions to commissioners, deputy commissioners, law enforcers and others relevant departments.

The notification issued reads, “Collection of hides without permission from the Commissioners and Deputy Commissioners is not allowed. It is to be ensured that policy guidelines and NACTA SOPs are strictly followed while granting such permissions. The Commissioners and Deputy Commissioners shall ensure that only registered Charities, Madaris and Philanthropic Organizations are permitted and no banned Organizations shall get permission and or collect hides under the garb of some other name.

“Moreover, setting up of camps for collection of hides and use of banners for such purposes is banned. Use of flags and loudspeaker(s) on vehicles and buildings for making announcements regarding collection of hides is prohibited. Collection of hides by force is prohibited and shall not be tolerated.

“Permits issued by the Commissioners and Deputy Commissioners shall be carried at all times during the permitted time period. Those violating any of these conditions shall have the hides confiscated and donated and disposed by the District Administrations and handed over to the Organization(s) permitted for the purpose. Law Enforcement Agencies (LEAS) under order intimation from the District Administrations may conduct checking on spot for ensuring compliance. District Administrations may order site inspections and shall be supported by Law Enforcement Agencies (LEAs).”

The notification further says: “All permissions issued by the Home Department to carry licensed weapon shall remain suspended from 10th to 12th Zil Hajj. “The Commissioners and Deputy Commissioners shall issue permissions for Collective Sacrifice (Ijtimaee Qurbani). Any person violating any of these conditions shall be prosecuted. The SHOs of concerned Police Stations are hereby authorized in pursuance of Section 195 (i) (a) CrPC to register the complaints under Section 188 PPC in writing against the violators.”
