All public educational boards in Sindh will now have two secretaries and two controllers of examinations instead of one. Furthermore, new positions have been created for additional controller of examinations, director IT, public relations Officer (PRO), and assistant director legal. These developments have been formally approved during special meetings of the Boards of Governors of all educational boards.
The new rules for recruitment and promotions will now be sent to the Law Department for vetting, after which they will be presented to the Sindh Assembly for final approval. The Universities and Boards Department had directed all educational boards to convene meetings of their boards of governors to formally approve the new rules and regulations following the chief minister’s approval.
As per the new rules, each education board will now have two Grade-19 secretaries: one designated as secretary establishment/HRM and the other as secretary general administration. Both positions will be filled equally through direct recruitment and promotion.
Similarly, there will be two Grade-19 controllers of examinations—one responsible for conduct and the other for secrecy. These positions too will be filled 50 percent through direct recruitment and 50 percent through promotion. A new post of Grade-19 additional controller of examinations has also been created, which will also be filled through the same 50-50 formula of recruitment and promotion.
The position of audit officer has been upgraded to Grade-18 and will be filled through direct recruitment. The post of inspector of colleges has been upgraded to Grade-19 and will be filled entirely through promotion. The post of director IT will be in Grade-19, with 25 percent appointments made through direct recruitment and 75 percent through promotion.
For the Grade-18 posts of deputy controller and deputy secretary, 25 percent of appointments will be through direct recruitment and 75 percent through promotion. The post of assistant director legal in Grade-17 will be filled 50 percent through direct recruitment and 50 percent through promotion, while the post of PRO in Grade-17 will be filled entirely through direct recruitment.
Under the new rules, officer promotions will be based on merit from a panel of three senior officers. Additionally, detailed rules have been formulated for recruitment across various posts from Grade-1 to Grade-20. These rules also permit officers to be appointed on deputation to educational boards or be transferred and posted from other departments.
