Forced charges

I do not understand why K-Electric and SSGC have imposed fixed monthly charges of Rs1000 and Rs400, respectively, and that too without any prior notice to the consumers. The Karachi Municipal Corporation and the Karachi Water and Sewerage Board have also started collecting municipal and sewerage charges on a monthly basis.
Since the consumers already pay energy charges and other taxes, the fixed charges appear to be highly unjustified and should be stopped immediately. The government is requested to kindly take notice of this undesirable collective punishment and direct the power authorities to target defaulters only.
