Pakistan's democratic culture has been marred by the willingness of political parties to compromise on their foundational values when in power or seeking it. The recent amendment to the Prevention of Electronic Crimes Act (Peca) 2025 is a stark example of this trend. Ostensibly introduced to regulate media content and curb disinformation, the amended act undermines democratic culture by giving undue powers to the authorities to censor individuals and groups. Sadly, Pakistan's history is replete with instances where political parties have prioritised power over democratic principles. By empowering the authorities to regulate media content, the act creates a culture of fear and self-censorship. This undermines the ability of civil society to hold those in power accountable, thereby eroding the foundations of democracy. The act might also provide fertile ground for undemocratic forces to manipulate public opinion and curb dissent.
It is essential for civil society, media, and opposition parties to unite in their opposition to the Peca amendments. By advocating for democratic principles and resisting attempts to undermine them, Pakistanis can reclaim their democratic culture and build a more just and equitable society. According to some reports, Pakistan's democratic transition is at risk due to the increasing polarisation and fragmentation of the political landscape. The government's attempts to regulate the media and stifle dissent are exacerbating these trends, and that a concerted effort is needed to promote democratic values and protect human rights.
