IGP told new promotion policy benefiting cops

PESHAWAR: Seven promotion boards are convened every year for promotion of officers from the rank of sub-inspector to inspector while another three are held for promotion to the rank of deputy superintendent of police (DSP) under the New Promotion Policy devised by the Khyber Pakhtunkhwa police, a meeting was told the other day. 

Besides, seven meetings of Departmental Selection Board (DSB) have been held since 2014 wherein 27 Deputy Superintendents of Police (DSPs) were promoted to Superintendents of Police (SPs). 

Assistant Inspector General of Police Establishment, Najeebur Rehman gave a presentation to Inspector General of Police Nasir Khan Durrani at Central Police Office on the New Promotion Policy devised in 2014, its structure, various promotion boards conducted per annum and the spectrum of its impact.

As per the policy, seven regular promotion boards are convened per annum for promotion of officers from the rank of sub-inspector to inspector. 

Similarly, three promotion boards are convened for promotion from the rank of inspector to DSP and from the rank of DSP to SP. 

The cases for the encadrement of SPs in Police Service of Pakistan have also been forwarded to the Establishment Division Islamabad. During this period, six meetings of DSC (Departmental Selection Committee) were held and 72 Inspectors have been promoted as DSP. 

The Departmental Promotion Committee convened 15 meetings and 561 sub-inspectors have been promoted as inspectors. 

On the other hand, the ratio of promotion was far less during the corresponding period of previous years i.e. 2012-13.

During that
period, the DSB held only two meetings and promoted four DSPs to the rank of SPs, the DSC held five meetings and promoted 56 Inspectors as DSPs; and DPC met for four times and promoted 225 sub-Inspectors as inspectors. 

In order to enhance the capacity of the police officers to shoulder the responsibilities in higher ranks efficaciously; promotions have been linked with training. Previously, there were promotion courses for officers only up to the rank of inspector. 

Keeping in view the significance of the rank of the DSP and the important nature of duties that a DSP has to perform as sub-divisional police officer, the advanced course of 12 weeks is held at Police Training School Swat for all those inspectors who are to be promoted as DSP. 

Similarly, the Junior Command Course (JCC), spanning 12 weeks, has been introduced for the DSPs for the promotion to the rank of SP. 

In order to give equal promotional opportunity to officers of the same seniority, the upper age limit has been relaxed for mandatory promotional courses. 

For instance, the age limits for A-1 Exam, B-1 Exam and Intermediate Course have been raised to 37 years, 40 years and 48 years respectively whereas there is no age limit for Upper College Course.
