First women university in capital no longer CADD priority

Islamabad :Capital Administration and Development Division (CADD) that initiated the process of establishment of first university for women in the federal capital in collaboration with the Higher Education Commission (HEC) is being jeopardized because of the lack of interest of CADD. It’s almost three years the matter is still pending with CADD Division.

Last year Minister of State for CADD, Dr Tariq Fazal Chaudhry and HEC Chairman Dr Mukhtar Ahmad discussed the administrative and legal issues pertaining to the establishment of University but due to the negligence of CADD and Cabinet Division, Rs180 million funds allocated for the university would lapse this year.

The minister also directed the authorities to make charter of the university and a road map for the completion of project but of no avail despite the fact that the summary has already been approved by the President Mamnoon Hussain. The case is still lying with the Cabinet Division.

Earlier it was decided that initially, the university will start its educational activities in F-7/2 College in 2015, which will be shifted to a purpose built campus later. But after the lapse of two years the case is still pending though the budget allocation is still there. Ironically if the budget is lapsed for third consecutive year then the case cannot be put up again for hearing in the assembly.

HEC assured that funds for the university are already available with HEC and will be transferred to the university after the approval of its charter and appointment of Vice Chancellor but the ministry has yet to complete all its legal requirements for the formation of university for women. The matter is being delayed due to our bureaucratic system and the women of the capital are still waiting for its legal requirements and completion of the infrastructure of the university, so that they could pursue their higher education with ease.
