Who is a technocrat?

The letter, ‘Who is a technocrat?’ has raised a timely and valid question regarding elections of undeserving candidates on technocrat seats in the Senate. One wonders why such a gross irregularity has escaped the attention of constitutional experts and the media.
One reason for the lacklustre performance of our parliament is the absence of experts and technocrats to guide it on technical matters. The requisite qualification of a technocrat should be clearly defined in the constitution and checked by the quarters concerned. Seats reserved for technocrats should not be occupied by unqualified individuals who get tickets on the back of their loyalty to political parties alone.
