165 CDA employees sublet their official residences: IHC told

Islamabad: Capital Development Authority (CDA) here on Tuesday submitted a report before the Islamabad High Court (IHC) revealing that 165 CDA employees allotted government residences either completely or partially rented out their residences to private persons.

Report said that 68 government residences are fully rented out to private persons while 97 partially. At this Justice Shaukat Aziz Siddiqui in the bench said that this is clear-cut violation and requires immediate action by CDA. The IHC bench inquired from the CDA legal counsel Kashif Ali Malik advocate that whether you will cancel these allotments or evict the illegal occupants. To this advocate Malik said that the CDA Member Administration Yasir Pirzada is competent authority in this regard who is out of country at the moment and will return on Feb 22.

IHC bench then directed CDA to put this matter before the member admin till Feb 26 and come up for further hearing on March 1. All this matter emerged from the civil suit of a CDA junior scale employee Tahir Javed who had contended before a civil court that even his juniors had been allotted with official residences but he did not. Civil court decided in his favour. CDA then filed a civil revision before the IHC against the order of a civil court.

On January 29, CDA member admin Yasir Pirzada appeared before the court and IHC bench directed him to submit a report on the issue that how many persons have been allotted official residences with relaxation of rules, of one family- how many members allotted with the residences and how many residences are sub let by the allottees.

Report said that in compliance of IHC January 30 order, CDA formed a survey team that collected data/information in respect of government owned accommodation on CDA pool houses which have been rented out by the allottees.

After conducting survey and consulting the previous allotment record from the files available in the Admin Directorate, it transpired that from 2010 till July 2015 around 344 allotments of government owned accommodations were made in relaxation of rules while 77 government-owned houses/flats/quarters were allotted in relaxation of rules from 2013. Report further reveals that 31 families have been allotted with 69 residences whose members are working either in CDA or Metropolitan Corporation Islamabad.

In today's hearing IHC bench also inquired from the CDA counsel that how civic body could allow two or three-story construction on some official residences provided to the employees. The court directed the CDA to take action and put of hearing till March 1.
