Telegram CEO Pavel Durov was investigated by the magistrate in Paris on July 29, 2025, for illegal content and growing criminal activities on the messaging app.
Durov arrived at the courthouse with his four lawyers on Monday. They stated proceedings allowed Durov “to provide additional explanations demonstrating the inanity of the facts that are the subject of the investigation.”
A source disclosed that lawyers have filed a motion in the Paris Appeal Court to get the charges dismissed.
“We firmly contest the legality of our client’s indictment and that of the numerous investigative acts carried out in defiance of domestic and European law,” they said.
Pavel, during the initial proceedings, was banned from leaving France, but the court has relaxed this restriction since early July. Now he is allowed to reside in the UAE for a maximum of two weeks.
The Russian entrepreneur’s appearance marked the third round of interrogation by the French authorities. The founder was arrested on Aug 24, 2024, at Le Bourget Airport near Paris.
The app founder was released from custody after four days, but remained under judicial supervision subject to three conditions, including a €5 million bail, reporting to the police station twice a week, and being banned from leaving France.
The 40-year-old Durov has been facing 12 criminal charges, including money laundering, drug trafficking, and provision of cryptology services to criminals.
According to French authorities, Telegram, due to its lack of moderation, has become a breeding ground for illegal activities like child sexual abuse and illicit transactions.
The CEO denied all the claims but acknowledged the growing rate of criminal activities on the messaging service and assured that he would reinforce moderation.
The legal battle sparked a debate about user privacy, freedom of speech, and the platform’s accountability for illegal activities.
