All govt revenues and receipts must be paid into Federal Consolidated Fund without delay

ISLAMABAD: The government has issued Federal Government Receipts and Payment Rules, 2025 under the Public Finance Management Act.

Charged expenditures include remuneration and office expenses for the President, Supreme Court judges, Islamabad High Court judges, Chief Election Commissioner, Senate and National Assembly leaders, and Auditor General. They also cover administrative expenses for these offices and their officials. All government revenues and receipts must be paid into the Federal Consolidated Fund without delay, except for authorized exceptions. Government dues can be paid electronically into the Federal Government Account through the State Bank of Pakistan, agent banks, internet banking, mobile phone applications, ATMs, and over-the-counter deposits at commercial banks. They are then included in the deposits held by the State Bank.

The pensioners must undergo biometric verification or provide a life certificate to continue receiving pensions. The biometric verification must be conducted biannually through NADRA or a bank branch. A Life Certificate can be provided in Form-10, verified by a magistrate, registrar, or certain officials. The accounts become dormant if verification or pension draw is missed for six months. The pension is released with arrears upon subsequent verification or life certificate submission. In the case of overseas pensioners, they must provide authenticated life certificates or medical certificates through Pakistani missions.
