As reported by WSJ, senior ranking Democratic senators have launched a formal challenge against the Trump administration, questioning the legal authority and financial prudence of a controversial Pentagon-backed plan to secure an equity stake in Venezuela's energy sector.
In a joint letter directed to Secretary of State Marco Rubio, Defense Secretary Pete Hegseth, and Energy Secretary Chris Wright, lawmakers led by key committee members demanded comprehensive documentation and due diligence records regarding the arrangement.
Under the proposed structure reported by The Wall Street Journal, the Pentagon's Office of Strategic Capital would utilize penny warrants to secure an equity interest in North American Blue Energy Partners (NABEP), granting a direct U.S. government position tied to massive Venezuelan oil fields without major upfront capital outlays.
Democratic leaders sharply criticized the maneuver, arguing that the statute governing the Pentagon office does not authorize direct equity investments in private foreign energy companies, nor does it fit its mandate for national security loans and guarantees.
"The proposed agreement is unlikely to reduce high energy costs for Americans, and it risks undermining the Venezuelan people's transition away from a dictatorship," the senators stated, further pressing the administration on whether political donors or presidential family members stand to benefit.
The deal has also drawn heat over governance risks, highlighting international inquiries associated with key local stakeholders.
Administration officials maintain that the unorthodox energy pact is designed to bolster long-term U.S. supply security and rebuild strategic reserves.
