Trump administration considers lifting Russia sanctions as part of negotiations

The White House is drafting plans for potential sanctions relief on Russia as part of President Donald Trump’s efforts to rebuild diplomatic relations and bring an end to the war in Ukraine, sources familiar with the matter said, Reuters reported.
The State and Treasury departments have been instructed to outline sanctions that could be lifted, with discussions set to take place between US and Russian officials.
The proposal reportedly includes easing restrictions on certain Russian entities and oligarchs.
Though Trump had previously threatened tougher measures if Russia failed to negotiate, his administration has more recently signalled a shift.
Treasury Secretary Scott Bessent suggested that economic relief for Russia could depend on upcoming negotiations, while Trump himself hinted at the possibility of easing sanctions.
The US has maintained sanctions on Russia since 2014, when Moscow annexed Crimea, and intensified them after the 2022 invasion of Ukraine.
However, with Trump pushing for a diplomatic breakthrough, his administration is exploring options to adjust economic measures.
Russia, facing economic challenges despite increased wartime production, has expressed willingness to engage in cooperation. The Kremlin recently suggested deals involving its rare earth mineral resources.
In a parallel move, Trump has been seeking a minerals agreement with Ukraine, particularly over lithium and rare earth elements.
However, no deal was finalised following a tense meeting between Trump and Ukrainian President Volodymyr Zelenskiy.
While Trump could issue an executive order to start the process of lifting some sanctions, congressional approval would be needed for broader relief.
The potential shift in US policy toward Russia remains a subject of intense debate.
