The Federal Investigation Agency has claimed catching a conman for allegedly swindling millions of rupees by providing fake appointment letters of government jobs. Acting on a number of complaints, the Corporate Crime Circle (CCC) arrested Mohammad Zeeshan Habib, a resident of the Dastagir area.
CCC Deputy Director Kamran Ataullah told a media briefing at the FIA office in Saddar on Tuesday that the suspect had links in the education department and Karachi Water and Sewerage Board, and his contacts included the EDO of Korangi District and an official of the Gulshan-e-Iqbal Town office.
One of the complainants was Asif Hussain, a resident of the Gulbahar area, who said Habib provided him with forged posting and training orders of the FIA and other departments of the federal and provincial governments for half a million rupees.
He said he made the full payment after the fraudster promised him a job in the FIA as an assistant sub-inspector. Habib also offered me to “arrange more persons” seeking jobs in various departments of the federal and provincial governments, he said.
Hussain was given an appointment letter (No. DIR/FIA/HR/C1128/2012 dated August-7, 2014) together with a training order (No. Dir/FIA/HR/C1179/2014 dated October-1, 2014) and a posting order dated March 25, 2015.
“On verification on my own, I came to know that the abovementioned orders are fake and forged.”
Hussain added: “Since those appointment letters were bogus, I visited his residence time and again to get my money back. During my visits, I saw so many people asking Zeeshan Habib to return their money as he had provided them fake and bogus appointment orders.”
Habib also allegedly provided appointment letters, along with training orders and posting orders, for ASI posts in the FIA to Zohaib Zafar and Aminullah over payments of Rs500,000 each. These documents too turned out to be fake and bogus.
In all, he sold fake letters to 17 people for appointments in the excise & taxation department, as constables in the Sindh police and the KWSB.
In order to win the trust of his victims and swindle more money out of them, the FIA official said, the suspect got bank accounts opened in their names against jobs in the education department and the KWSB and would deposit salaries of Rs10,000 each in those accounts every month.
After the passage of six months, he used to issue letters terminating their jobs on the pretext that they failed to perform and were no more needed by the department.
When some affected people continued approaching him and demanding he give back their money, Habib gave cheques to repay the money he had received for providing bogus appointment letters.
Deputy Director Kamran Ataullah said that after receiving so much evidence and so many complaints from different victims, they conducted a raid and arrested the suspect. The raiding team also seized fake appointment letters, ID cards of different government departments and transfer and posting orders.
