PM urged to address problems of female teachers

The federal government should address problems of teaching community with reference to their posting, transfer and promotion, particularly female teachers, to give them peace of mind so that they could perform their duties in a much better way.
One such problem which is yet to be resolved is non-implementation of an amendment made in the Civil Servants (Appointment, Promotion and Transfer) Rules, 1973, which provides for posting of serving husband and wife at the same station, unmarried female employees at the place of the residence of their parents and family and that of married government employees at the place of residence-posting of their husbands who are not in government service.
The amendment in the Civil Servants Rule, 1973, was notified by the Establishment Division on April 16, 2012 but it is yet to be implemented in letter and spirit.
In one such case, an unmarried teacher in BPS-17, Ms. Shahida Parveen, who is going to retire after five months, through her brother, has appealed to Prime Minister Muhammad Nawaz Sharif to direct her absorption in the Federal Directorate of Education (FDE).
Shahida Parveen joined a school in Islamabad on deputation basis from Sindh on December 16, 1999 and since then waiting for her absorption in the FDE but to no avail.
In the appeal, Ajmal Aamir, elder brother of the teacher, said that doors for his sister’s return to Sindh education department have been closed as the ex-department had issued NoC for appointment by transfer of Shahida Parveen on two occasions.
The former prime minister had approved induction of Shahida Parveen in the FDE on March 29, 2010 but later delaying tactics were used by the relevant ministry, he said.
The CADD officials suggested that the only way for her absorption was through appointment by transfer, by amending the recruitment rules in the teaching cadre in consultation with the Establishment Division and Federal Public Service Commission (FPSC) by reducing appointment by promotion from 75% to 70% and reserving 5% quota for appointment by transfer.
Ex-Federal Secretary CADD Rifat Shaheen Qazi on March 8, 2013 had also moved a summary to the then prime minister for absorption of teaching and non-teaching staff in the FDE in the light of amendment made in the Civil Servants Rule, 1973, after making provision in the Recruitment Rules and after completion of all codal formalities.
However, so far no step has been taken to make necessary changes in the recruitment rules thus adding to the sufferings of female teachers.
