In a move aimed at streamlining education management in the province and introducing greater transparency in the system, all Drawing and Disbursing Officers (DDOs) will be provided special ‘DDO Cards’, as per a decision taken at a meeting held on Friday at the Sindh Assembly. The meeting was chaired by Senior Minister for Education Nisar Ahmed Khuhro, an official of the Sindh Reform Unit said on Tuesday.
The new DDO cards are being issued for identification purposes and to increase transparency. Under the previous system, notifications were issued to the districts to award powers to DDOs for salary and non-salary expenditures, said the official.
However, this system was inefficient and monitoring was particularly difficult, as a result of which, the power to make non-salary expenditures was revoked by the provincial education secretary education, she added.
“The new system will only allow for legitimate spending and help the Sindh education and literacy department to monitor expenses. Once the system is introduced, the department will be able to track all transactions made by DDOs.”
In this regard, all DDOs are required to send personal details along with details of their cost centre to the education and literacy department though the directors concerned.
This information will be shared with all accounting officers through the education and literacy department so that hurdles may be avoided in accounting procedures.
