Haji Javaid Aslam leaves office
ISLAMABAD: Prime Minister Muhammad Nawaz Sharif has elevated senior bureaucrat Fawad Hasan Fawad to the post of Secretary to the PM with immediate effect. He has replaced Haji Javaid Aslam who left the office upon attaining superannuation last week. He worked as Additional Secretary to the PM for twoand- a-half years before assuming the new responsibility. He has been a member of the Pakistan Administrative Service (PAS), formerly known as DMG. His appointment has been widely hailed by civil servants in the federal capital. Fawad is a well-read and erudite civil servant who did his LLM (Corporate Finance) from the King’s College, University of London, UK, in 2000-01. The key areas of his study included capital market regulation, international finance, international trade, institutional/legal aspects of multilateral financial/ trade institutions, and reorganization and restructuring of public sector organisations. He was trained (1982) as a lawyer (LLB) at the University of the Punjab and also underwent two years management training (1987-89) at the Civil Services Academy, Lahore. He was appointed Additional Secretary to the Prime Minister’s Office on June 5, 2013, the day Prime Minister Nawaz Sharif assumed the office for the third time. He was the Joint Secretary Economic Affairs Division from April 2013 to June 4 2013. Fawad was Secretary (Implementation) to the Punjab chief minister and assisted himin overseeing financial control and development spending along with cash flow management through the use of available resources and increase in provincial revenues. He was also responsible for implementation of key development and regulatory initiatives as well as donor coordination and international partnerships for a development program of over Rs250 billion during CFY. He held the post for one year till July 2012. He worked as Secretary, Excise & Taxation Department and Secretary Communication & Works, Punjab Secretary Services & General Administration on different occasions. He managed to increase tax revenue by 20% in the province without introduction of any new tax or increase in base rates and initiatedmajor taxation reforminitiatives in partnership with IGC of LSE as well as leading economists/ researchers of the Harvard University and MIT. He served as Punjab Secretary Health. He spearheaded the key infrastructure development department of the provincial government in Punjab since he was responsible for construction and maintenance of roads and buildings. With an outlay of over $800 million per annum, he was responsible for almost half of the total development outlay of the province. The assignment was given to himas first hand exposure to the issues and challenges of public sector development including institutional limitations and overlap, problems of resource allocation and transfer, lack of capacity for contract management and compliance and human resource selection and development issues in both the public and private sectors. He introduced a robust system for transparency and accountability in the department with significant achievements in institutional working and public confidence. He served as deputy commissioner Lahore and Quetta. He was Principal Staff Officer to Principal Secretary to Prime Minister of Pakistan in 1997-98. Fawad Hasan Fawad was Executive Secretary, University of London Post Graduate Law Society, for 2000-01. The same year he had British Council scholarship forMastersin- Law. He got the Director General’s Award for All Round Performance, 15th Common Training in 1987-88. He was editor of the ‘Cry of the New Born’ (Civil Services Academy Magazine) in 1987-88. He is a keen sportsman as he was the coach of Pakistan Universities Youth Basketball Team 1984. Earlier he had National Colour in Basketball in 1982. He was President, Students Union, Punjab University Law College, Lahore, in 1981-82. He had Punjab University Colour in Basketball, Cricket and Hockey in 1979-82.
