It is universally accepted that better bureaucratic performance is associated with pragmatic and futuristic policies, good career opportunities in public sector organisations and good salaries of public servants, among others.
Countries with a merit-based bureaucracy perform better, have lower corruption and higher efficiency in their service delivery. However, the situation in our country is deplorable. We have no respect for merit at all. Therefore our bureaucrats do not perform better – but who cares for a merit-based system in our country?
