Ignoring merit

In many government and private organisations, some ‘chosen few’ are promoted to higher positions on a regular basis. On the other hand, many hardworking employees remain on the same position for years. They are not even entitled to annual increment or bonus. The question is: what is the specific policy for promotion? Is it academic or professional qualification or the length of service that determines an employee’s eligibility for promotion? Or does strong reference or personal preferences of those charged with government have any role in promotion of an employee?
Is it not unethical and unjust that qualified, competent and senior officers are being ignored, but a handful of influential people are being considered fit for promotion? Justice demands that all diligent, dedicated, educated and motivated employees in an organisation should be promoted on the basis of their progress.
