The bureaucracy is considered to be the central pillar of a state. It is also recognized as a policymaking and policy-implementing institution, which helps promote good governance and institutional stability. In Pakistan, this vital institution has badly failed to show any good governance or provide relief to the people. They are least concerned about the public interest and instead personal interest is their top priority.
Being the most distinguished organization of a state, the bureaucracy needs to perform its duties with due integrity. It is not that the country’s bureaucracy is completely dysfunctional or that it does not or cannot serve anyone. It remains functional and also serves a handful of the influential or elite tycoons but it is reluctant to assist the ordinary citizens.
