This letter refers to the news report ‘Nepra exposes bogus billing by KE, Discos’ (December 5, 2023). This situation has been going on for a long time and perhaps with the knowledge and approval of the top management of DISCOs. Nepra itself has been pointing out such malpractices repeatedly in its annual State of Industry (SIR) reports for the last five years at least. A more critical concern is what the authorities have done to curb such practices.
There were numerous technical and managerial measures that Nepra could have taken to protect consumers from such abuse but it didn’t do anything except lamenting about them in its SIR reports. This emboldened DISCOs to continue with their unethical practices with total impunity and may well continue to do so.
