At last functions, assets of  23 directorates of CDA handed over to IMC

The Federal Government has at last handed over functions and assets of 23 directorates of the Capital Development Authority (CDA) to the Islamabad Metropolitan Corporation (IMC) under the Islamabad Local Government Act-2015 amid strong reservations from employees who want protection of their rights and privileges.

The Ministry of Capital Administration and Development (CAD) has issued a notification according to which functions, assets and liabilities of 23 directorates which also include, Directorate of Public Relations, CDA Hospital and CDA Model School have been transferred to the IMC headed by Mayor of Islamabad.

According to the notification, the functions of 26 other directorates would be partially divided between CDA and IMC.

As the government issues notification, the CDA Mazdoor Union has filed a writ petition with the Islamabad High Court for suspension of the order. The Mazdoor Union wants protection of rights and privileges of employees who are being transferred to the IMC.

According to the writ petition, the CDA Ordinance says that no employee could be sent to any other department without his consent. “We want protection of rights and privileges and benefits of employees which they are enjoying presently,” Chaudhry Muhammad Yaseen, General Secretary Mazdoor Union said.

He felt that so far the government has given assurance to protection of rights of employees being transferred to the IMC.

The notification says that 23 directorates of CDA along with functions, assets and liabilities are hereby transferred to Mayor, IMC, with immediate effects and now the IMC would hold administrative control of these directorates and employees working there.

The 23 directorates completely transferred to the IMC include Directorate of Health Services, Directorate of CARES 1122, Directorate of Municipal Administration, Directorate of Sports and Culture, CDA School, CDA Hospital, Directorate of Public Relations, Directorate of Security, Directorate of Information Technology, Directorate of Water Supply, Directorate of Sewerage Treatment Plant, Directorate of Bulk Water Management, Directorate of MPO, Directorate of MQC, CE Lab, Directorate of Water and Sewerage Development, Directorate of G&H, Directorate of M&RM, Directorates of Environment (East and West), Directorate of Sanitation, Directorate of E&DM and Directorate of KAC.

The directorates which would be divided partially between the two include Directorate of Administration, Directorates of HRD-I And HRD-II, Directorate of information Technology and Management, Directorate of Security, Directorate of Public Relations, Directorate of Law and Labour Relations, Directorate of Coordination and Parliamentary Business, Directorates of Architecture, Structure, Traffic Engineering and Planning, Directorate of Maintenance, Directorate of E&M Maintenance, Directorates of Road (North and South), Directorate of Machinery Pool Organisation, Directorate of Parks, Directorate of Environment Protection Cell, Directorate Environment Regional, Directorates of Finance-I and Finance–II, Directorate of Enforcement, Directorate of Accounts, Head of Treasury and Directorate of Audit.

The notification says that the employees transferred to IMC would continue to draw their pay and allowances from CDA till end of the fiscal year by June 30. The CDA may continue to pay salaries to them for another two months if budget is not made available to IMC while the CDA would recoup these expenditures from the Federal Government.

The notification says that the functions of 26 directorates which are being divided partially would be transferred on partial basis to the IMC within three months.
