ISLAMABAD: The government has failed to provide publicly declared compensation to the family of FIA’s prosecutor slain Ch. Zulfiqar widely acclaimed for his outstanding achievements against terrorism.
Ch. Zulfiqar Ali advocate was murdered on May 3, 2013 in Islamabad while on his way to Anti-Terrorism Court Rawalpindi to present himself on behalf of FIA in Benazir Bhutto murder case. He was also chief prosecutor of the agency in Mumbai attack case.
The alleged killers of late prosecutor, Abdullah Umar , Adnan Adil and Hamaad Adil were arrested by the police respectively on June 12th and September 17th in 2013 from Islamabad/Rawalpindi. The alleged killers during investigation also admitted before the police that they murdered the FIA prosecutor because he was the one who represented in the court against some of their fellows arrested in a terrorist act.
FIA in recognition of the services of late Ch. Zulfiqar prepared a summary saying that late prosecutor has joined FIA in 1990 as Inspector Legal. Zulfiqar served agency for 25 years in various capacities and later sought an early retirement in 2009 to begin his private legal practice.
Following his retirement FIA rehired Zulfiqar for his services in different terrorism related cases one among whom was the case of a plot busted by the intelligence agencies by intercepting terrorists and recovering vehicles laden with explosive in Sadiqabad area. Ch. Zulfiqar advocate despite the threats by the defunct Tehreek-e-Taliban Pakistan (TTP) got 6 accused sentenced from the courts.
The agency also requested the Interior Ministry to give posthumous Sitara-e- Shujaat to Ch. Zulfiqar Ali advocate besides a compensation amount of Rs5 million to his widow and job of Assistant Sub Inspector (ASI) in the agency.
But it sources claimed that Secretary Interior Shahid Khan has declined the FIA summary because according to him it does not come in terms of government instructions issued by the Establishment Division. Interior Minister Ch. Nisar Ali Khan, however, told The News that the compensation is not rejected and it is given under a set laws and procedure. He insisted that the compensation is being given to the victim family. He hinted that only a portion is not given to the family, “which is not within the orbit of law and procedure”. On the other side the family of the victim insisted that they have not yet been paid a single penny so far.
