Montreal metro loitering ban extended until 2027 as STM cites safety concerns

Canadian city of Montreal’s transit authority, Societe de transport de Montreal, extended its ban on loitering in Montreal metro stations until April 30, 2027, saying the move is aimed at improving safety across the transit network.

The STM said data collected during the winter showed “the use of facilities for reasons unrelated to transportation” was affecting the sense of safety for passengers and staff.

Transit officials have previously raised concerns about increasing numbers of people dealing with substance abuse and mental health challenges using metro stations as temporary shelters.

According to the STM, special constables removed loiterers from stations at least 2,500 times each month over the winter period.

The agency said keeping people moving through the system helped “limit undesirable behaviour in the metro.”

The ban was first introduced in March 2025 and later reinstated in June that year. Officials argued it had reduced assaults against employees and improved public confidence in the metro system.

The STM also noted the measure is not the only factor affecting safety and reliability. It added there was not necessarily a direct connection between vulnerable people using the metro and criminal activity.
