Police squads: A public nuisance or right of VIPs?

Police in our part of the world play a leading role to keep alive the 'VIP culture' and sustain 'VIP traditions'. Police escort the VVIPs for their movements, official or unofficial, and remain alert on 'VIP duties' putting aside their constitutionally-defined responsibilities and duties.
The hooters of VVIP caravans keep buzzing during the movements of the elite class of politicians and high officials. The police squads during movement of these caravans behave with public arrogantly and keep aside public vehicles as they are unwanted entities on the road.
The police officials doing duties with squads of VVIPs get used to buzzing hooters and red lights to the extent that even when these high-ups are not present in vehicles, these police officials even then keep on buzzing the hooters while moving on roads and create nuisance for public with their arrogant attitude and use abusive language with the individuals and drivers who dare to slowdown in front of their vehicles. The squads keep on buzzing hooters of the vehicles irrespective of the fact that they are passing through residential areas or from near hospitals and schools.
It has also been noticed that police officials included in the squads of VIPs and VVIPs often use government and private vehicles carrying-displaying revolving lights and buzzing hooters and violate traffic rules as well as speed limits and lane rules inside cities and behave arrogantly even with traffic officials if they did not clear lines for them.
While assuming the charge of the government in 2013, Nawaz Sharif made an announcement with regard to putting an end to the 'VIP culture' and adopting simplicity in officials’ way of life. All these claims proved wrong as all past practices of violating rules and regulations are alive.
The high-ups are leading a life of luxury and availing facilities of high-alert police squads and caravans. They behave with arrogance and do not like to tolerate any mistake on part of anyone.
The way representatives of past governments used to move with heavy contingents of police squads, in the same spirit, the ministers and high-ups move on roads now, sometimes blocking roads for public.
Not only police officials of squads but also high officials sitting in squads show inhumane attitude and do not tolerate any interception from slow-moving vehicle on their way or for coming in line of their squads.
A few days ago, one of the bigwigs of the Interior Ministry, during his movement with the police squad, ordered traffic police officials deployed at Faizabad on Islamabad Expressway to issue a ticket to a car driver for coming in the road line ahead of the car of the squad and causing interception in the squad’s speed for a few seconds, on which, the official stopped the vehicle and ordered traffic
police officials not only to issue a ticket but also to teach a lesson to the driver of the car. The traffic police personnel have to issue a ticket to the driver of the old car for the 'offence' he never committed.
A high official of the Islamabad Police, requesting not to be named, said that the training of Islamabad Police is being conducted with the sole objective to facilitate public and all police officials are asked to be public-friendly during performance of their responsibilities. However, police have to adopt strict attitude during squad duties due to security concerns of high-ups.
The police officials deputed at chowks and check points-pickets have to clear lanes for VIPs and never bother to instruct drivers to create way for ambulances and fire-brigades entangled in traffic jam. The insensitivity on part of police officials for not allowing ambulances
and fire-brigades to pass speedily hints at the fact that their only objective is to facilitate high-ups and create ease for them.
The officials on receiving a call from the control room for arrival of high-ups get vacated the lane and behave with drivers rudely, sometimes even abusing them for not obeying their orders and instructions to get aside their vehicles.
A senior official of the ICT Traffic Police, requesting not to be named, said that they received instructions specifically to get vacated lanes for high-ups and in case of any laziness and massive traffic, they have to face music from these officials and even from their control room for not vacating the lanes for speedy movement of the high-ups.
