China sharpens tech ambitions with new AI-focused economic guidelines

China will build technology monitoring, risk warning and emergency response systems to ensure AI is safe, reliable and controllable as per new government guidelines.

As reported by State-run news agency Xinhua, authorities will also hold those responsible for major losses caused by "blind" investment in what the guidelines called "new productive forces" including AI and a wide range of other frontier technologies strictly accountable.

The Communist Party of China and the State Council have issued a major set of guidelines aimed at accelerating "new quality productive forces," placing artificial intelligence and advanced high-tech manufacturing at the center of the nation's economic strategy.

The framework mandates the establishment of robust technology monitoring, risk-warning, and emergency response systems to ensure artificial intelligence remains "safe, reliable, and controllable".

To curb tech bubbles and excessive market speculation, the guidelines warn against overexpansion and state that individuals or entities will be held strictly accountable for substantial losses linked to reckless investments in emerging sectors.

The policy accelerates the integration of AI across traditional industries, pushing for the rapid rollout of intelligent products like connected new-energy vehicles, AI-enabled personal devices, and humanoid robots.

The directive formally promotes the orderly expansion of low-altitude commercial ecosystems—including civilian drones, air taxis, and related airspace infrastructure.
