No money, no document

Some days ago, an auto rickshaw bumped into my car accidently, injuring the driver and its passengers. When I asked him what caused the accident he replied that the rickshaw brakes failed when he tried to apply them for negotiating a speed-breaker and instead of hitting the car ahead he hit the divider and ultimately bumped into my car which was on the other side of the road. I then asked him to show his driving licence to which he said he did not have one. Then I asked him to show me the document of the auto rickshaw to which he again replied in the negative. Ultimately, I asked him to show his Computerised National Identity Card (CNIC) to which he once again replied in the negative.
I then went to the nearby police station and met the SHO. After hearing the details about the non-availability of any document, the SHO replied that this is normal practice and because of poverty they overlook non-possession of all such documents by people living in and around the provincial metropolis. The KP police are requested to carry out a campaign for issuing driving licences and all other relevant documents to drivers of public transport for the safety of all of us.
