AJK conundrum
The political landscape of Azad Jammu and Kashmir (AJK) is once again teetering on the brink of chaos. The AJK Assembly, already strained by internal discord and public unrest, came under further pressure due to the recent Jammu Kashmir Joint Awami Action Committee’s movement. The frustrations expressed by the JAC are not new; there have been longstanding reservations that regional political entities in AJK are being sidelined, with the region’s mandate increasingly dictated by power centres in Bani Gala, Raiwind and Larkana. JAC members say that the people of AJK are left without a true political voice, their concerns overruled by distant political forces with little understanding or care for the unique challenges they face. Now the latest round of unrest in AJK has once again centred around the issue of leadership. On Monday, the PML-N decided to support the PPP in a no-confidence motion against the current AJK prime minister, Chaudhry Anwarul Haq. The PPP, buoyed by recent developments, has now secured a majority in the AJK Legislative Assembly, further complicating an already volatile political situation. Several lawmakers from the PTI forward bloc have pledged their support to the PPP, giving the party a stronger foothold in the AJK government. With 53 members in the AJK Legislative Assembly, a simple majority of 27 votes is needed to pass a no-confidence motion, which could see the incumbent prime minister ousted if he refuses to step down.
The PPP’s strength has grown from 17 to 27, with the support of 10 PTI lawmakers who defected, while PML-N holds nine seats, PTI has five, and smaller parties like the Muslim Conference and Jammu Kashmir People’s Party each have one. The AJK Legislative Assembly also has a 20-member forward bloc. This political arithmetic is being closely watched, but there is little optimism about what any change in leadership will achieve. In fact, observers believe that such political maneuvering will likely lead to more of the same: instability, leadership churn and unresolved issues for the people of AJK. This would not be the first time AJK has seen such political instability. If Haq steps down or is removed via the no-confidence vote, he would become the fourth prime minister in four years. For the people of AJK, this constant reshuffling of leaders has become a source of growing frustration. What the people of AJK deserve is not another round of political musical chairs but tangible action on their real grievances. Just a month ago, protests in AJK turned violent, highlighting the simmering discontent that has been brewing for years. Last year, similar protests had also taken place, and again, they were initially handled poorly.
As political parties continue to focus on changing the leadership in AJK, they are overlooking the larger and more urgent issues that need resolution. The focus should really shift from power struggles to governance reforms that directly benefit the people. The uncertainty surrounding the timing of the next elections has raised further concerns. If elections are delayed, it would only serve to deepen the sense of alienation among the people of AJK and fuel the perception that the political system is failing to deliver for the people it is meant to serve. We have to be clear: a sensitive area like AJK should not be left to the whims of political opportunism. As the current situation unfolds, there are those who would exploit this instability to further their own interests. It is time for Pakistan’s political leadership to recognise that the real crisis in AJK is not about who holds power but about how the governance system functions for the people. Political stability, economic development, and social welfare must take precedence over petty party politics.
