It seems a faction led by Maulana Fazalur Rehman succeeded in leveraging the government into agreeing to their preferred option of registration of madrassas. According to the previous method, the religious schools had to be registered with the Directorate General of Religious Education working under the education ministry.
The reversion from the more centralised process to the previous informal method, reduces government scrutiny and control. Such exemption from government regulation exists nowhere in the Muslim world, except for in Pakistan.
