Argentina is set to legalize “non-human corporations” run entirely by artificial intelligence in the world-first legislative proposal submitted to Congress.

The move was initiated by Argentina’s government led by President Javier Milei and Deregulation Minister Federico Sturzenegger, aimed at establishing a robust legal framework for AI-driven companies.

The announcement comes through an op-ed written by President Milei in the Financial Times in which he pledged to “let AI develop freely without the deadly hand of premature and poorly understood regulation.”

At the heart of this legislative proposal lies Argentina’s efforts to to position Argentina as a global hub for AI development by offering minimal regulation, low corporate taxes, and an unprecedented corporate structure.

The framework also consists of three pillars including, “the commitment to keep AI unregulated, the creation of a new corporate category in Argentine law: the non-human corporation and low corporate tax rate.”

If this proposal passed by the Congress, it would legalize non-human companies managed by AI coupled with creating the legal entity of decentralized organisations, meaning, they can enter into contracts and own assets independently with limited liability.

The government commits to keeping AI entirely unregulated in its developmental phase and draws massive data center investments.

“As much as the industrial revolution freed us from the constraints of the human muscle, AI will free us from the constraints of the human brain, pushing productivity beyond our wildest dreams,” Milei said.

“These are entities operated by AI agents or robots,” adding that “human shareholders may participate, but are not required.”

“We are open for business. We intend to offer the most attractive legal and fiscal environment for the AI companies that will define the 21st,” Milei added.
