PESHAWAR: Muhammad Aslam Kamboh, a grade-20 officer of the Pakistan Administrative Service (PAS) on Tuesday assumed charge of the office of Additional Chief Secretary (ACS), Federally Administered Tribal Areas (Fata) Secretariat, in place of Muhammad Azam Khan who was made an officer on special duty (OSD).
Muhammad Aslam Kamboh would serve in his own pay and scale as the ACS Fata is a scheduled BS-21 post.Azam Khan, also a PAS grade-20 officer, was directed to report to the Establishment Department for further posting.
It is worth mentioning that on the one hand the Khyber Pakhtunkhwa government had requisitioned the services of Aslam Kamboh to take over as ACS Fata while on the other Pakistan Tehreek-i-Insaf Chairman Imran Khan had time and again accused him of playing a role in the last general elections as he was the only officer who stayed on as secretary Education in Punjab during the caretaker setup. Journalist and TV anchor Najam Sethi headed the caretaker government as the chief minister and the PTI has repeatedly accused him of rigging the polls.
The PTI leadership vociferously pleaded that the caretakers in Punjab had not transferred Aslam Kamboh from his post as secretary Education during the bureaucratic reshuffles in violation of the Supreme Court orders.
They also alleged that the caretakers did it on purpose as the education staff was mostly assigned the election duties in the province during the May 2013 polls. However, as desired by Khyber Pakhtunkhwa Governor Sardar Mahtab Ahmad Khan, the chief secretary had moved a summary to the chief minister for requisitioning the services of Aslam Kamboh after differences reportedly emerged between the Governor and ACS Azam Khan on some contentious issues.
Chief Minister Pervez Khattak approved the summary that facilitated the posting of Aslam Kamboh, who has vast experience of serving in Khyber Pakhtunkhwa and Fata, as ACS Fata.Aslam Kamboh, who was serving as secretary education Punjab since September 2008 till his posting as ACS Fata, is considered to be close to the Pakistan Muslim League-Nawaz (PML-N) leadership.
He served as Assistant Commissioner, Mansehra from March 1992-December 1992, Deputy Commissioner, Mansehra from July to August 2000, Deputy Commissioner, Charsadaa, from February 1999 to July, 2000, Additional Deputy Commissioner, Peshawar from April 1996 to April 1997 and Project Manager, Dir District Development Project from April 1996 to April 1997.
His stint in the Fata includes his posting as Assistant Political Agent (APA), Mir Ali, North Waziristan, from April 1994 to January 1995, and APA, Razmak North Waziristan, from December 1992 to April 1994.He also served as Assistant Commissioner, Samar Bagh, Dir, from May 1991 to March 1992 and Assistant Commissioner (Under Training), Swat from November 1989 to November 1991.
