KARACHI: The Oil and Gas Regulatory Authority (Ogra) has granted Cnergyico Private Limited (CPL) permission to export 40,000 metric tonnes (MT) of high sulphur furnace oil (HSFO). According to an Ogra letter, the refinery has been authorised to export HSFO at its request. The regulator has permitted the refinery to export the 40,000MT by March 10, 2025.
The regulator has instructed the refinery to prioritise the movement of cargo to the Karachi Port Trust (KPT), taking into consideration the start of the peak agricultural season in March, as high speed diesel (HSD) is primarily imported through the FOTCO jetty.
Furthermore, a discharge window of 48 hours per vessel must be strictly adhered to, with a requirement to de-berth if loading is not completed. This is to prevent any adverse impact on the supply chain of motor spirit (MS) and HSD.
Pakistan has been exporting furnace oil due to its reduced consumption for power generation within the country. Cumulative exports for the first seven months of the current fiscal year have increased by 63 per cent year-on-year, reaching 895,000 tonnes.
The role of furnace oil in the country’s energy mix has diminished significantly, with generation from furnace oil accounting for zero per cent of total output, down from 3.0 per cent during the first seven months of the previous year.
