KARACHI : The Sindh government’s Human Rights Department on Friday held a consultative meeting at the Directorate of Human Rights, Karachi, with representatives of the International Centre for Migration Policy Development (ICMPD).
The meeting was part of an ongoing initiative to develop a National Policy on the Reintegration of Returning Pakistani Migrant Workers. The session was attended by Agha Fakhar Hussain, Director (Human Rights); Oves Anwar, National Expert; Kiran Zubair, Consultant, Treaty Implementation Cell Sindh; and Mahreen Naushad, Project Officer, ICMPD. Discussions focused on strengthening rights-based reintegration mechanisms at the provincial and district levels and ensuring institutional coordination for returning migrant workers in Sindh.
Hussain briefed the delegation on the department’s upcoming initiatives, including the establishment of legal aid and complaint redressal mechanisms for vulnerable returnees, development of an IT-based Human Rights Complaint System with reintegration categories, coordination with the Health, Labour, and Social Welfare Departments for psychosocial and social support, and district-level awareness campaigns and data collection frameworks for returnee integration.
The ICMPD team appreciated the proactive role of the Sindh Human Rights Department in aligning migration and reintegration policies with constitutional guarantees and international human rights commitments. As part of the consultative process, Anwar also conducted key informant interviews with relevant stakeholders to gather insights for the forthcoming national reintegration framework.
Both sides agreed to maintain close collaboration for technical support, data sharing, and policy formulation.
The Human Rights Department reaffirmed its commitment to ensuring that reintegration was not only economic but also inclusive, sustainable, and rights-oriented, in line with the Sindh government’s vision for human-centered development.
