Sindh police chief Ghulam Nabi Memon chaired a meeting and a video link conference at the Central Police Karachi on Tuesday, reviewed the necessary measures for the improvement of the investigation department and digitisation of all investigation matters and issued further instructions in this regard.
The meeting was told that 40 percent of medico-legal reports are issued from hospitals in Karachi, and last year, around 60,000 medico-legal reports were issued from Karachi alone. In addition, medico-legal reports are now also available online on PSRMS.
The crime and investigation DIG informed the meeting about the transfer of the investigation department to the Police Station Record Management System (PSRMS) and also presented a report on the implementation of previous decisions. He said that instead of real-time registration on PSRMS, there has been a trend of registering the entire case file and this is the reason why the process of monitoring cases in time is not being completed. Only a few districts have transferred their entire investigation process 100 percent to PSRMS.
The DIG IT said that 40 percent of medico-legal reports are issued from hospitals in Karachi and last year, more or less 60 thousand medico-legal reports were issued from Karachi alone. In addition, medico-legal reports are now also available online on PSRMS. The meeting was informed that the digitization of the investigation department and online real-time registration are being welcomed not only in legal but also in judicial circles.
Additional IG Karachi Javed Alam Odho said that direct real-time entry and monitoring in PSRMS has made a remarkable difference in the investigation process, while obtaining evidence and forensic examination of crime is being made possible without any delay and on time, and all the conditions related to the period given for the transfer of the investigation process to PSRMS have been met.
Sindh IGP Ghulam Nabi Memon said all district SSPs should take the judiciary and other stakeholders into confidence regarding the digitization of the investigation department. In addition, a computer-literate assistant should be provided to the investigation officers who will help and assist the investigation officers in entering the complete data of the investigation.
He said it will be the responsibility of the crime and investigations Department to ensure all the processes and monitoring of the digitization of the investigation department. In addition, he congratulated and appreciated the performance of the DIGs and SSPs of the districts that have been transferred PSRMS. He further said that by the next meeting, the remaining districts should also resolve the challenges faced in transferring to PSRMS and enable direct real-time entry of FIRs for challans and other investigative and legal processes on PSRMS.
He directed that all SSPs should meet the concerned district and sessions judges, civil judges and stakeholders regularly and inform them about the establishment of PSRMS, its aims and objectives, results, usefulness, importance and future strategy.
He said that SDPOs will be responsible for monitoring the digitization of the investigation process because the data obtained from this digitization will prove useful and efficient in guiding us in the future, while in the near future policing will depend on modern cameras and digital data, and the presence of a databank containing investigations from routine checking on the roads to terrorism cases is also very important. The digital data bank will not only determine the direction of our policing but will also make us strategically strong.
He said the ASIs recruited in the investigation department during the last five years should be immediately deployed.
