ISLAMABAD: The Federal Public Service Commission (FPSC) has followed a unique practice this time while allotting the superior service groups among the low merit candidates who were declared successful in CSS examination last year.
The News has learnt reliably that police service has been allotted to the candidate who stood last in both Rural Sindh and Balochistan, while the deserving candidates have been left high and dry, which has raised many eye brows.
Sources told this correspondent that the chairman, who is a retired General, used his discretionary powers to set aside the group allocation, which was based upon merit and awarded low merit candidates the superior groups.
The main objection that has been raised on the deserving candidates is the suitability for the group but in the past it has never happened and the service groups were allotted according to the merit and preference. A candidate of Sindh Rural has been awarded the police group because he has been an Assistant Sub-Inspector (ASI) of police before appearing in the CSS exam while he stood second last in the merit list.
According to the details Sohaib Anwar Hashmi from Balochistan, number 119 on merit, was eligible for being allocated police service, but a candidate at merit 162, Muhammad Naveed (last in Balochistan) has been allocated police group above merit number 119,143,154.
Shaukat Ali, merit number 143, Balochistan, is the candidate whose merit entitles him to be allocated foreign service according to his preferences, but the candidate at merit 145—Ghulam Haider, Balochistan has been allocated foreign service.
Dr Muhammad Junaid Aslam, merit 154, Balochistan, was actually to be allocated income tax group but has been thrown in Pakistan Railways irrespective of his preference while two seats for income tax group in Balochistan quota were available.
“I have been discriminated, the Chairman has violated Article 27 of Constitution. I hold
a domicile of Balochistan and my family has been living here even before the creation of Pakistan and I have not been even considered for the seats that I deserve and which I preferred while low merit candidate has been allocated a superior service,” one of the candidates said. He added that many letters have been written to the prime minister but of no avail.
While in the Sindh (Rural), the final merit list of CSS-2007 stated that Abdul Shakoor (Merit No:114) and Fuad Ghaffar Soomro (Merit No:116) were placed in the PSP, but owing to whimsical policy of suitability adopted by FPSC, both candidates have become “suitable” for DMG.
Oddly enough, the candidates who have been allocated PSP on the flimsy pretext of suitability have fallen far below on merit; Bashir Brohi (Merit No:165) and Syed Mukhtiar Ali Shah (Merit No:185):out of total 190 in CSS -2007. The only suitable merit of Syed Mukhtiar Ali Shah is that he is an ASl in police so the aspirants of PSP from Sindh Rural in future have to be an ASI first. He was awarded 120 marks in the interview by the board itself out of 300 while Abdul Shakoor and Fuad Ghaffar got 140 and 154 marks in the interview, respectively.
