102 Grade-22 officers to get plots

ISLAMABAD: Mighty bureaucrats, the Auditor General of Pakistan, two retired and two serving judges of the Supreme Court (SC) are in the list of 102 Grade-22 officers who have been considered by the prime minister for approval of plots a few days before the end of Pakistan People’s Party government.
PM Raja Pervaiz Ashraf did not hesitate from following the discriminately state policy to award plots to only the elites of the society in violation of the Public Accounts Committee’s recommendations to abolish special scheme of allotting one-kanal plots to Grade-22 officers whether he had got a plot earlier from government or not.
The allotment would, however, be in accordance with the prevalent rules. The list compiled by Federal Government Employees Housing Foundation (FGEHF) includes the names of Establishment Secretary Taimoor Azmat Usman, Chairman PEMRA Ch Rasheed, Justice (retd) Tariq Pervaiz, Justice Mian Saqib Nisar, Justice Asif Saeed Khan Khosa, Justice (retd) Mahmood Akhtar Shahid Siddiqui, Mohammad Akhtar Buland Rana the Auditor General of Pakistan, the Interior Secretary Khawaja Siddique Akber, Information Secretary Agha Nadeem and many more.
After approval of the prime minister, the FGEHF has compiled a provisional waiting list of 102 officers under Prime Minister’s Assistance Package Scheme. Sources in the FGEHF say that the Capital Development Authority (CDA) will either provide plots or developed land to FGEHF to accommodate the officers. They said it is not known how many officers and judges will accept the plots approved by the PM.
Every federal secretary is entitled to two residential plots in Islamabad. In addition many of these federal secretaries and BS-22 officers also get plots from the provincial governments. Some BS-22 officers, particularly those belonging to the Police Service of Pakistan, get additional plots from the Police Foundation. Every secretary interior is also entitled to get a plot from the Police Foundation besides what he gets from the federal government. Those who get the chance to serve the CDA even on deputation acquire a residential plot.
After the federal secretaries were allowed two residential plots in the federal capital, the government decided to extend this facility to the judges of the Supreme Court as well despite the fact the incumbent chief justice (CJ) had taken suo moto notice of the two-plot policy for federal secretaries before Musharraf’s Nov 3, 2007 emergency.
Later, then Chief Justice Dogar dismissed the suo moto case but all PCO judges of that time accepted the offer of two plots. The controversial policy continues even now though the CJP had refused in 2009 the offer of a second plot. However, some other judges of the post-March 2009 judiciary accepted the offer. In Islamabad, the government offers residential plots on throwaway prices to the journalists of Rawalpindi and Islamabad, some of whom are also allotted residential plots by the Punjab government in Rawalpindi. In the military, the number of plots increases with the level of promotions and generals get agriculture land and commercial plot besides residential plots.
