PMDC caught red-handed while issuing registration to fake doctors

ISLAMABAD: The top management of Pakistan Medical and Dental Council (PMDC), led and controlled by the top PPP leader Dr Asim Hussain for the last four and a half year, has once again been caught red-handed issuing fake and bogus medical registrations to quacks.
An inquiry conducted by the new PMDC management on the orders of the apex court establishes that at least 13 fake doctors (quacks) were registered as valid medical practitioners during the tenure of ex-Registrar Dr Ahmad Nadeem Akber.
Documents obtained by The News along with the inquiry report establish this fact.
The scam surfaced after these students were secretly issued bogus registration certificates by the PMDC top guns with the permission to serve in any government hospital and private clinic or get jobs abroad, after all of them failed to pass the compulsory National Examination Board (NEB) test.
Some even did not appear in the NEB, yet they managed to get the registration. After getting the bogus registration certificates, these quacks are now running their own clinics. These candidates are said to have paid millions of rupees to the top guns of PMDC.
The inquiry report says, ‘PMDC has national and international recognition and it is a matter of grave concern and if not investigated properly and the culprits responsible for issuance of forged/fake/bogus registration are not taken to task, the consequences will be far reaching. This will not only lead to the undermining of PMDC, as an effective regulatory body, but will also compromise the prestige of the degrees being issued by the medical institutions of Pakistan.’
Just two years back, the PMDC was shaken after a scandal of dozens of such fake registrations surfaced. The same was termed one of the most heinous crimes against humanity, as registering some unqualified person as a doctor/medical practitioner is tantamount to playing with the lives of thousands of innocent patients. The Supreme Court thus took suo moto notice of the issue which is still pending with it.
Dr Asim Hussain, now Vice-President of PMDC, told The News that he had nothing to do with the affairs of the council and remained very busy in handling the affairs of his ministry.
Dr Asim said he never intervened into the affairs of PMDC.
The new management of PMDC, upon orders of the Supreme Court, conducted an inquiry into its affairs and the inquiry report issued on February 22, 2013 indicts ex-Registrar PMDC Dr Ahmad Nadeem Akber saying that he was the person who was calling the shots in the registration branch of PMDC.
“The charges of misconduct, tampering of record, gross negligence and inefficiency have been established beyond doubt against Dr Ahmad Nadeem Akber,” the inquiry report says.
The report, compiled by Dr Shaista Faisal and Masood Hussain Shah of PMDC, has recommended the registration of an FIR against Dr Ahmad Nadeem Akber (Registrar PMDC at the time of fake registrations) and accomplices (staff of PMDC).
Dr Raja Amjed, the new administrator of PMDC, while acknowledging the inquiry report said that the inquiry was held on the orders of the Supreme Court.
The following are the findings of the PMDC’s Inquiry Committee and these facts have also been verified through documents (record of PMDC) available with this correspondent.
“Dr Nadeem s/o Hidayat Masih (52152-S) possesses Doctor of Medicine degree from Kyrgyzstan. He appeared in the National Examination Board of PMDC session-071 under roll number 071223 held on 10 and 11th April, 2007 at Islamabad but failed. He again appeared in the NEB Examination session-081 under roll number 081208 on 26th April and 5th May 2008 but failed. He again appeared in the NEB Examination session-082 under roll No. 082284 held on 22nd November and 6th December 2009 but failed. He again appeared in the NEB Examination Session-091 under Roll No. 091213 held on 11th and 22nd May 2009 at Islamabad but failed. He again appeared in the NEB exam session-092 under Roll No. 092333 held on 17th and 31st January 2010 but failed. On 25th April, 2007 he was issued a forged/fake/bogus registration certificate.
Dr Nasra Hassan d/o Hassan Gul registration No. 15512-N applied for recognition/registration of her basic medical qualification of Doctor of Medicine from Afghanistan-2001. She appeared in the NEB exam session-071 under roll No. 071232 held on 10th and 11th April 2007 but failed. She again appeared in the NEB exam Session-072 under Roll No. 072300 at Islamabad but failed. She again appeared in the NEB exam session-081 under Roll No. 081222 on 26th April and 5th May 2008 but failed. She again appeared in the NEB exam session-082 under Roll No. 082460 held on 22nd November and 6th December 2009 but failed. She again appeared in NEB exam session -091 under roll No. 091223 held on 11th and 22nd May 2009 but failed. She again appeared in the NEB exam session-092 under roll No. 092344 held on 17th and 31st January, 2010 but failed. On 31st Oct 2009, she was issued forged/fake/bogus registration certificate.
Similarly, Asif Siddique s/o Muhammad Khalid registration number 14648-N having Doctor of Medicine degree from Kyrgyzstan-2006 failed the NEB exam four time during 2007 to 2010. But on 23rd December 2008 he was registered as medical practitioner by the PMDC under forged/fake/bogus documents.
Jehangir Khan s/o Abdullah Jan registration number 12432-N obtained Doctor of Medicine degree from Afghanistan in 1995. He failed the NEB exam thrice during 2007 to 2009 but strangely he has been registered as permanent medical practitioner from May 12, 2005. Mazher Ajaz Siddiquei having registration number 54961-S has a Doctor of Medicine Degree from Dominican Republic-1997. He failed the NEB exam session-082 under roll number 082192 held on 22nd November and 6th December 2008. On 20th December 2008 he was issued forged/fake/bogus registration certificate.
Muhammad Mustafa Shah s/o Muhammad Subhan registration no. 12433-N obtained Doctor of Medicine from Kyrgyzstan in 2006 but failed the NEB exam twice in 2007. Ironically, he has been registered by the PMDC from 5th December 2006. His registration has also been declared fake by the inquiry committee.
Javed Iqbal s/o Ali Asghar registration No. 12468-N has an Afghanistan’s Doctor of Medicine degree which he obtained in 2001. He failed the NEB exam in 2007 but has been registered from 19 January 2006 on fake/forged/bogus registration number.
Zaristan s/o Hukmat Khan registration number 12320-N has an MD degree from Afghanistan-2001. He too failed the mandatory NEB exam in 2007 session-072 but has been registered from 13th October, 2005 on a fake registration number.
Muhammad Riaz Khan s/o Inayat Khan Registration No. 12427-N has an Afghanistan MD degree which he obtained in 1992. He failed the NEB exam held in January 2011 session-102 under roll number 102287 but he has been registered by the PMDC on 1st December 2012 on bogus registration number.
The following quacks failed in the mandatory NEB exam, yet they have been registered by the PMDC as medical practitioners. Muhammad Naveed s/o Sahibzada PMDC registration No. 15701-N (Kyrgyzstan-2009); Shehzad Khan s/o Abdul Hanan PMDC registration No. 15547-N (Afghanistan-2008); Nadeem Khan s/o Khial Zaman PMDC registration No. 14646-N (degree obtained from Ajman-UAE in 2007) and Sher Samand s/o Muhammad Aslam PMDC registration no. 53376-P-N (degree from Kazakhstan in 2004).”
When contacted, Dr Ahmad Nadeem Akber explained that the registrar had nothing to do with the registration of a doctor. He said all such things were done by the staff and officers of the registration branch.
Dr Akber said all he could do was to cancel the registration of a fake doctor and he always did that whenever any case was pointed out.
He said even in 2010, he had terminated the registration of all those who were identified as being registered without passing the NEB exam.
When told that he was the head of registration branch, Dr Nadeem said it was the job of security people in the registration branch to identify such cases. He held that the process of registration continues even in the absence of registrar.
