Main reason why security is in such a mess

ISLAMABAD: Living up to its reputation, PPP government that had recruited 45 DSPs in 1995 even after they had failed to pass the entry tests, has now flooded Sindh Police with deputationists-cum-occupants as kith and kin of the high and mighty were requisitioned from different departments, never to be sent back.
Manned by the cousins and brothers of big guns, Sindh Police is now run by officials ‘borrowed’ from Nepra, Nadra, Narcotics Division, Excise & Taxation Department, Law Division, Information Technology, Vocational Training Centers, Education Department, Transport Department, FIA and IB.
Not only they were absorbed in Police and Anti-Corruption Establishment, they received rapid promotions. Several of them were granted even four out-of-turn promotions.
As the issue was taken up by the Supreme Court earlier, Secretary Services (Sindh) admitted before the learned bench that officers serving on deputation are not qualified for the post nor have expertise and knowledge of their respective duty. He had further disclosed that there were 567 officers sent on deputation by Sindh Government.
How Sindh Police is performing is clearly evident from an admission by PPP MPA Murad Ali Shah who on Tuesday criticised his own government for “hiring criminals in police.”
Deputationists absorbed in Sindh Police include two brothers of MNA Ayaz Soomro (who got them inducted under hiswatch as law minister Sindh in previous set up), nephew of MB Abbasi (an NRO-tainted ambassador to Iran and Iraq during last PPP regime), son of DIG Asghar Sheikh, brother of DIG Dost Ali Baloch and close relatives of several MPAs and PPP’s diehard supporters.
Documents submitted to the Supreme Court have explained the cases of around 100 names telling how they came on deputation and received rapid promotions. Ayaz Soomro inducted his brothers namely Rizwan and Riaz in Sindh Police during his stint as law minister, documents reveal. Riaz came on deputation from ANF and was absorbed and appointed in BS-17 as DSP in April 2008. Thereafter he was assigned backdated seniority in the rank of DSP from September 1989 and was promoted as S.P. He is now serving as SSP Mirpur Khas.
Rizwan, another brother of former Law minister, was brought to Sindh Police on deputation from NAB where he was assistant director NAB (Sindh). He later received out-of-turn promotion and is now SP.
Zameer Abbasi, nephew of MB Abbasi, who was assistant director NAB came on deputation in police department in December 2008. He was posted as SPO/Darakshan Clifton, Karachi in 2010.
Shiraz Asghar Shaikh, son of DIG Asghar Sheikh, was brought from Pemra in Sindh Police on deputation in the year 2008 on the desire of chief minister Sindh. He was appointed as DSP. However, in the year 2011 he was recommended for absorption in police department.
Mohammad Ali Baloch, brother of DIG Dost Ali Baloch, who was an Assistant Director Computer in the I.T. Department, entered Police as a deputationist and was later absorbed. He was appointed DSP by way of transfer with all backdated service benefits since 2003. Later, he was promoted to the rank of S.P (BS-18) against future vacancy and is presently serving as S.P Tando Mohammad Khan.
Dost Ali Baloch from Intelligence Bureau, was absorbed in Sindh Police with effect from October 1998 and is presently working as Director General Finance, CPO Sindh Karachi (BS-20).
Muhammad Malik from FIA was absorbed in Sindh Police with effect from 31-10-2007. He is presently working as Director General Traffic, Planning & Regulation, Sindh (BS-20).
Abdul Hadi Bullo from OMG, was absorbed in Sindh Police with effect from 16-7-2003 and is presently working as SSP District Matiari (BS-19). Attaullah K. Chandio, from Solicitor Department was absorbed in Sindh Police with effect from 1-6-1995 and is presently working as SP, Special Branch, Mirpurkhas (BS-18).
Shahid Hussain Mahesar came on deputation from Intelligence Bureau with effect from 26-7-2009, is presently working as SSP Political (SB) Karachi (BS-18). Faisal Mukhtar Vakaasi on deputation from National Accountability Bureau with effect from March 2009 is presently working as Principal, Training & Recruitment, Karachi Range (BS-17).
I.D. Mangi, on deputation from ACE, Sindh with effect from April 2009 is presently working as DSP/ACLC, Karachi Range (BS-17).
Azhar Aslam, who was Instructor in BS-16 Vocational Training Center, Hyderabad, was transferred and his services were placed at the disposal of Enquiries and Anti-Corruption Establishment. Fakhruddin Ahmed Babar Abro, brother of former MPA, an employee in the Board of Education was absorbed and appointed as Deputy Director Anti-Corruption in November 2012.
There is an interesting letter submitted to the apex court of a resident from Khairpur (CM Sindh’s constituency) who wrote to CM requesting the absorption of his inspector brother, Saifullah Phulpoto, from Sindh Police to Anti-Corruption Establishment. Instead of arguing on the basis of his qualification, he quoted precedents that how different officials even from autonomous organizations were brought on deputation and absorbed.
Mentioning one Mir Rasool Bux Korai, a student welfare officer of Shah Abdul Latif University, he said he was absorbed as DSP and later shifted to Anti-Corruption Establishment. Also Khaliq Soomro and Aftab Mujadid, his letter goes on, were employees of Karachi Water and Sewerage Board (an autonomous organization) who were absorbed in Anti-Corruption Establishment in BS-17 and later promoted as deputy directors.
“Impressed’ by the quality of argument, his brother, Saifullah Phulpoto, was appointed and transferred as Inspector in Anti-Corruption Establishment Sindh in July 2012. For appointment as Inspector in ACE, a candidate must have a Masters Degree in 2nd Division, a Law Degree and 2 years experience under the rules. The chief minister Sindh overlooked the mandatory qualifications and appointed him as Inspector.
Nisar Ahmed Brohi was initially appointed as an ASI. He came on deputation in Anti-Corruption police and was granted out of turn promotion as DSP in 2011. He was absorbed in Police in December 2011 and was appointed as S.P/Deputy Director next year. Brohi became S.P within one year after his absorption as Inspector.
The Sindh Government sought services of Abdul Wahab Shaikh, Director Intelligence Bureau (BS-19) and posted him in Sindh Police on deputation. One Dhani Bux was Motor Vehicle Inspector. He came on deputation to Anti-Corruption Establishment in 2008 and was absorbed. In April 2012, he was promoted as DSP and presently he is working as PSO. His case is processed for appointment as S.P in Anti-Corruption.
Kamran Ali Baloch, Police Inspector in BS-16, was inducted in Anti-Corruption Establishment and absorbed therein. Ghulam Muhammad Zardari was granted out of turn promotion in December 2012 as DSP and his file has now been processed for promotion as SP. Mohammad Ali Shah an officer of Ex-PCS (BS-17) Assistant Commissioner (Revenue) came on deputation in December 2012 in Anti-Corruption Establishment. He is presently working as DSP in Anti-Corruption Establishment. Ali Muzaffar Baloch, who was ASI, was granted out of turn promotion and promoted as DSP. He came on deputation in October 2012 in the Anti-Corruption Establishment and was absorbed. He was promoted as Deputy Director in November 2012.
Inspectors Imran Siddiqui and Aijaz Hussain were granted out of turn promotions on the ground that “they were performing their duties as Pilots with the VIPs as well as VVIPs for the last 15/20 years. They have rendered meritorious services with high sense of responsibility and dedication.”
A BS-11 Sub-Registrar in Board of Revenue, Muhammad Hassan was appointed as Assistant Commissioner (BS-17) in March 2013 without undertaking competitive exams and the training prescribed for such appointment.
